Planned Parenthood and two smaller regional abortion providers began billing Medicaid for non-abortion services on July 5, 2026. This resumption follows a federal funding ban that was enacted under President Donald Trump in 2025.

The Medicaid billing ban was specified in a tax and policy law signed by President Trump in 2025. During the federal ban, state governments were responsible for funding Medicaid reimbursements in some form in 14 states, according to Planned Parenthood.

During the period of the federal ban, Planned Parenthood affiliates closed nearly 30 of their approximately 600 clinics. The organization's affiliates dispensed about 25% fewer packs of birth control pills and conducted approximately 20% fewer breast cancer exams over the past year compared to the previous year. One clinic in Lakeland, Florida, that closed during this period is not expected to reopen.

Individual Planned Parenthood affiliates adjusted operations after the ban. Planned Parenthood of Wisconsin halted abortions for about a month before changing its status as an 'essential community provider' to resume Medicaid reimbursement eligibility. The Arizona affiliate of Planned Parenthood paused many services to Medicaid patients, but following the resumption of Medicaid billing, it announced expanded hours and more telehealth options.

Susan B. Anthony Pro-Life America has stated its intention to advocate for another defunding policy concerning abortion providers in Congress. Kelsey Pritchard, a spokesperson for Susan B. Anthony Pro-Life America, claimed that Republican primary voters support defunding Planned Parenthood. "They've defunded Big Abortion before, and they should do everything in their power to do it again," Pritchard said.

The defunding provision in the 2025 law impacted two other nonprofit family planning organizations. These organizations provided abortion services and received more than $800,000 annually in Medicaid reimbursements. Planned Parenthood maintains that general election voters do not want the organization to be defunded.
