WASHINGTON — The US Army reworked its weapons portfolios in May 2025, establishing new program offices and adjusting plans from a prior acquisition overhaul. This recalculation followed a brief trial period after a major acquisition overhaul in November 2024.

During this period, the Army moved the CPE Mission Autonomy office from PAE Maneuver Air to PAE Layered Protection and Integration in May. Ashley John, a spokesperson for the acquisition reforms, said in a podcast interview that this decision better nests cross-disciplinary functions across all Program Acquisition Executives (PAEs). Additionally, the Army established CPE Special Programs Air in early May, which is to be integrated into PAE Maneuver Air. "The new CPE is aimed at aligning Special Operations Aviation with conventional Army programs," John said.

The Army also established Enterprise Software and Services (ES2) in May. ES2 was formerly known as PEO Enterprise. The original plan in November 2024 intended to align PEO Enterprise with the Army's Chief Information Officer. "Through all the acquisition reorganizations, and for those still to come, the Army's approach is to keep what is working and change what is not," John said. "ES2 is responsible for managing the digital backbone that underpins everything we do," she added.

In November 2024, the acquisition reorganization consolidated the original 12 Program Executive Offices into six Program Acquisition Executives and called for a reduction in the number of general officers at the top rank. At that time, the overhaul had intended to combine CPE Ground Combat Platforms and CPE Soldier Systems into one office named CPE Ground. The Army kept CPE Ground Combat Platforms and CPE Soldier Systems separated under PAE Maneuver. "The decision preserves the intended efficiencies of acquisition reform," John said. "Acquisition reform is, and always will be, an iterative process. Over the past six months, we've adjusted this approach."
