TEL AVIV — State prosecutors filed an indictment at the Tel Aviv District Court on Monday, July 6, 2026, against 33-year-old Tajik citizen Bekhruz Shakhriv Dodobaev. The charges include contact with a foreign agent, nine counts of communicating information that could benefit an enemy, and four counts of communicating information to an enemy with intent to harm state security.

The indictment alleges Dodobaev gathered and relayed information to Iranian intelligence contacts regarding missile-impact sites, Haifa Port, and an Elbit Systems facility. He allegedly received cryptocurrency payments for this information. Dodobaev's temporary Israeli residency permit had expired by May 2026.

According to the indictment, Dodobaev was initially approached through Telegram in late 2025 or early 2026 while seeking temporary work. A profile named 'Anna' first offered to pay him to photograph cars, later informing him that the work was connected to an Iranian organization. From February through June, Dodobaev was allegedly directed by three handlers identified as Iranian foreign agents using the names Anna, Uri, and Polina, receiving payments through digital wallets.

His assignments included sending footage, photographs, and coordinates from locations where Iranian missiles had reportedly fallen. Dodobaev allegedly traveled to Haifa Port to film the shoreline and vessels. In May, he was reportedly sent to the Elbit Systems Cyclone facility in Ahihud under the pretext of documenting a missile-impact site, later sending coordinates and video after reporting he reached a secured area.

The prosecution alleges that Dodobaev assisted Iranian handlers in expanding their recruitment network in Israel. He allegedly distributed purported job advertisements in migrant neighborhoods in Ashdod and Tel Aviv containing Telegram contact information provided by the handlers. The aim was to find additional individuals for similar assignments.

The indictment states that in April, Dodobaev briefly informed one handler of his fear of imprisonment due to others having worked with them and expressed a desire to cease the activity. However, after being told that refusing further assignments would end their contact, he allegedly resumed the activity the following day. Alongside the indictment, the prosecution requested the court detain Dodobaev until the conclusion of proceedings.

The prosecution stated its evidence includes Dodobaev's statements to investigators, Telegram correspondence, media files recovered from his phones, digital-wallet transfers, and transportation data. An annual report published by the Shin Bet earlier in 2026 stated that 25 Israelis and foreign residents were indicted in 2025 for alleged espionage for Iran, and 120 separate Iranian espionage incidents were thwarted in 2025.
