ADELANTO, CALIFORNIA — Mexican President Claudia Sheinbaum vowed to take action after the death of another Mexican national in United States immigration custody. José Guadalupe Ramos-Solano, a 52-year-old Mexican national, died on March 25 at the Adelanto ICE Processing Center in Adelanto, California.

Ramos-Solano was the 14th person to die in United States Immigration and Customs Enforcement (ICE) custody since the start of the year. The cause of his death has not yet been determined.

Security staff at the Adelanto ICE Processing Center found Ramos-Solano unconscious and unresponsive in his bunk and initiated life-saving measures including CPR. Emergency services transported Ramos-Solano to Victory Valley Global Medical Center in Victorville, where he was pronounced dead at 9:29 pm.

"We're going to take several steps to protest the death of yet another Mexican national in the United States," Sheinbaum said. Mexico's government is filing a legal brief as part of a class-action lawsuit alleging unconstitutional conditions at the Adelanto ICE Processing Center detention facility, according to court filings.

Ramos-Solano was arrested by ICE on February 23 and transferred to the Adelanto ICE Processing Center. A medical screening on February 24 found that Ramos-Solano had diabetes, hyperlipidemia, and hypertension. While in custody, Ramos-Solano received daily medication to treat his illnesses.

"What happened to my dad was very inhumane. I think my family and I deserve to know the truth of what happened to my dad," said Gloria Ramos, daughter of José Guadalupe Ramos-Solano.

Four Mexican nationals have died at the Adelanto ICE Processing Center detention facility this year. Last year, ICE reported 31 detainee deaths, the highest number in two decades.

"The government of Mexico will exhaust all legal, diplomatic and multilateral avenues to demand justice," said Vanessa Calva Ruiz, Director General for Consular Protection and Strategic Planning. ICE reported 33 in-custody deaths in 2025 and 11 in-custody deaths in 2024.

As of last month, ICE was holding 68,000 immigrants in custody. Ramos-Solano had been convicted of possession of a controlled substance and theft and was in the United States illegally.
