RE'IM — The Israeli government approved a plan on July 5, 2026, allocating NIS 60 million for the rehabilitation of survivors of the Nova Music Festival massacre. The plan is intended to provide support for those affected until 2028.

The rehabilitation framework includes establishing a personal support system for survivors through the Welfare and Social Affairs Ministry. It also focuses on expanding medical and mental health services and adapting existing health services to strengthen the level of care provided. Additionally, programs for substance abuse prevention and treatment will be developed.

Support for the families of survivors will be further developed under the plan. Employment integration pathways will also be established through cooperation between the Ministry of Labor, the Employment Service, and the National Insurance Institute. A digital system is slated for development to facilitate coordination among various entities, manage data, assess situations, and ensure the exercise of rights for survivors.

A dedicated official within the Prime Minister's Office will coordinate the plan, monitor the program's status, and ensure adjustments are made based on the evolving needs of the approximately 3,600 people recognized as survivors.

The Nova music festival massacre occurred in Re'im, southern Israel, on October 7, 2023, when Hamas murdered hundreds and took dozens hostage. Regarding the new allocation, the government stated, "The plan is designed to ensure that in the coming years after the disaster, survivors of the southern festivals will continue to receive a coordinated, accessible, and tailored government response, as part of the State of Israel's ongoing commitment to accompany them through the process of rehabilitation and returning to normal life."
