CALIFORNIA — US Commerce Secretary Howard Lutnick ordered a federal review of California's coastal management program in May 2025. The review includes the California Coastal Commission, the California Coastal Conservancy, and the San Francisco Bay Conservation and Development Commission. Lutnick posted a letter calling for the evaluation. The National Oceanic and Atmospheric Administration is responsible for approving and overseeing state coastal management programs.

Lutnick stated, "Obstructionist policies that delay critical national infrastructure in the name of environmental extremism are unacceptable." California Attorney General Rob Bonta criticized the administration's actions. Bonta said, "Let's be clear: this illegal attempt from the Trump administration lets Sable profit at the expense of our environment and public health." He added, "California won't stand idly by as the Trump Administration illegally strikes deals to kill offshore wind projects and replace them with more windfalls for his fossil fuel friends." Bonta sent the Trump administration a notice of intent to sue concerning the offshore wind project.

The US Department of Transportation withdrew a nearly $427 million grant for a proposed offshore wind project. In April 2025, Judge Donna Geck of the Santa Barbara Superior Court upheld an injunction blocking Sable Offshore Corp from restarting pumping at its Santa Ynez offshore pipeline. The California Second District Court of Appeal also upheld an injunction obtained by the California Coastal Commission against the company. A pipeline connecting offshore platforms in Santa Barbara County to refineries ruptured in 2015, releasing over 140,000 gallons of crude oil into the ocean.

In August 2024, the California Coastal Commission declined a US Space Force request to increase the number of SpaceX rockets launched from a base on California's central coast. SpaceX sued the commission for political bias. The lawsuit was settled in April 2025. California aims for a carbon-neutral electrical grid by 2045 and has a goal to develop 25 gigawatts of offshore wind energy by the same year.
