PRETORIA — Vusimusi "Cat" Matlala pleaded guilty to fraud, corruption, and money laundering in a Pretoria court and agreed to become a state witness. Matlala admitted to paying a senior police officer more than $18,000 to influence a police service tender.

The charges are linked to a deal for Matlala's company, Medicare24 Tshwane, to provide health and wellness services to the police. This tender deal occurred in 2024. One source stated the tender was valued at nearly $14 million, while another estimated its value at 360 million rand, or $22 million. The contract was later canceled after more than $3 million had been paid to Medicare24 Tshwane.

As part of the plea deal, Matlala will testify against police officers and others implicated in the corruption matter. State advocate Santhos Manilall said that Matlala's testimony would target high-ranking officials. The plea deal followed approximately two months of negotiations between Matlala’s legal representatives and prosecutors. Matlala also provided an affidavit and documentation to corroborate his allegations.

The proposed sentence for Matlala varies depending on the source. One report indicated a 15-year prison term with seven years suspended if the plea deal is approved, while another stated Matlala would serve eight years in prison. The magistrate is expected to rule on the plea deal. One source indicated the magistrate is due to make a ruling on July 1, while another said a ruling is expected next week.

Police chief Gen Fannie Masemola is facing charges related to this case, which he has denied. Matlala is also facing a separate murder charge, which he denies. Last year, Matlala testified at a parliamentary corruption inquiry where he denied knowing senior police officers and politicians personally. A witness at the Madlanga Commission previously named Matlala as part of a drug-trafficking cartel that had penetrated the police, though Matlala has not commented on this accusation and has not yet appeared at the Madlanga Commission, which began last September.
