MANILA — The Independent Commission for Infrastructure (ICI) concluded its work on March 31, 2025, leading to graft and plunder charges against numerous officials and the impeachment of Vice President Sara Duterte. Her impeachment trial is scheduled to begin on July 6, 2025.

The ombudsman filed graft and plunder cases based on the ICI's recommendations. These cases include former and incumbent members of Congress, resigned Cabinet officials, and contractors. The ICI reported recovering cash, luxury cars, and other assets from various contractors and officials.

President Ferdinand Marcos Jr. established the ICI. In July 2024, massive flooding occurred in the Philippines, and President Marcos Jr. attributed these events to corruption. Sara Duterte, who was an ally of President Marcos Jr. until 2024, became a critic of his administration that year. Her impeachment by the House of Representatives took place in May 2025.

The impeachment complaint against Vice President Duterte alleged misuse of confidential funds and a failure to declare bank transactions totaling at least six billion pesos. In response, Duterte's allies in the Senate called for a public hearing, where witnesses testified. These witnesses stated they delivered cash to houses owned by Marcos and his subordinates in Congress. Almost all cases concerning the ill-gotten wealth of the Marcos family have been dismissed, as have cases involving the First Family.

Nationwide protests occurred in the Philippines on September 21, 2025, and again on November 30, 2025. Protesters also marked the 40th anniversary of People Power in February 2026.
