New York City Mayor Zohran Mamdani reportedly proposed lowering the city's automobile speed limit to 10 miles per hour. The New York City Police Department reportedly has reduced enforcement of traffic violations against electric bikers, limiting penalties to civil tickets.

Electric bikers in New York City are not required to hold a license to operate. Former Mayor Eric Adams imposed criminal court summons on errant electric bikers in the city.

Jessica Tisch said traffic enforcement has been weakened by procedural issues. "A loophole rendered [traffic court] summons essentially worthless," Tisch said. "They can simply ignore a traffic summons with virtually no meaningful repercussions."
