IOWA — The Iowa State Board of Education approved emergency rules on June 18, 2026, permitting eighth-grade students to compete in varsity sports. This rule will take effect on August 1, 2026, for the 2026-27 sports season.

Iowa lawmakers passed House Bill 2591 in April 2026, which allows eighth graders to participate in high school sports. Governor Kim Reynolds signed the bill into law in June 2026. Individual schools in Iowa are required to adopt local policies to allow eighth graders to play varsity sports.

Students must pass a physical examination to be eligible for varsity sports. House Bill 2591 amended these rules to require medical professionals to consider the nature of athletic competition, along with the student's health and development during annual visits. Thomas Mayes, general counsel of the Iowa Department of Education, stated, "The concern expressed while these rules were being developed was somebody who's 13 or 14 competing against somebody who's 18 and 19."

Mayes also said, "Not all 13-year-olds are the same, not all 19-year-olds are the same, not all sports are the same, so providing a little bit more direction to the medical professionals who are doing these annual visits." Eighth-grade students in Iowa have historically been allowed to participate in high school baseball and softball during the summer. In the 2026 season, 16 eighth-grade players participated in Class 4A baseball, and over 200 eighth-grade athletes played in Class 1A baseball.

A public comment meeting on the rule changes is scheduled for August 11, 2026. The Iowa State Board of Education will vote on final rules to replace the emergency rules at a meeting in September or October 2026. The state's "No Pass, No Play" rule applies only to high school students, requiring them to pass all enrolled classes for extracurricular eligibility. Academic eligibility requirements for Iowa student-athletes begin on August 23 of the ninth-grade year.
