HAIFA — The State of Israel filed a civil lawsuit in Haifa Magistrate's Court seeking approximately NIS 2 million from four convicted Popular Front for the Liberation of Palestine terrorists and the next of kin of a deceased perpetrator. The suit, filed by the State Attorney's Office on behalf of the Defense Ministry, aims to recover state compensation paid to the bereaved parents of IDF soldier Moshe Tamam, whom the defendants kidnapped and murdered in 1984.
The defendants include Ibrahim Abd al-Razzaq Biadsa, Ibrahim Naif Abu Much, and Saleh, formerly Rushdi Abu Much. The lawsuit also names the next of kin of Walid Nimer Asaad Decca, who died in 2024 while serving his sentence. Attorney Einat Shtirman-Cohen of the Haifa District Attorney's Office filed the action.
The lawsuit seeks to recover past and future payments made by the state to Tamam's parents, Galia and Eliyahu Tamam, under the Fallen Soldiers' Families Law. The suit asserts that those responsible for the kidnapping and murder should bear the financial consequences of their actions. The filing states the terrorists' actions reflect "a human and moral loss of direction, and harm to the protected social values of the sanctity of life and the integrity of body and soul."
Tamam was kidnapped in August 1984 while waiting for a ride near Netanya. The terrorists, residents of Baka al-Gharbiya, bound him, covered his eyes, and held him for two days before transporting him to an olive grove near Mevo Dotan. After five days of captivity, they murdered Tamam and left his body in the grove. Decca was responsible for the cell and ordered the murder.
The four individuals received life sentences in 1987 following convictions for a series of offenses. The civil lawsuit cites the 1987 sentencing, in which the court stated: "Before us is a horrifying act of murder, carried out by citizens of the state, born and raised in it, all while trying to give the act an allegedly political motive." The court also wrote: "Before us is an act of murder carried out in cold blood, with planning and premeditation, and the reason for his kidnapping and murder is the fact that he was an IDF soldier."
