WASHINGTON, D.C. — The Pentagon announced the Cyber Mastery Incentive Pay program on Wednesday. This new program is scheduled to take effect on October 1 and will be overseen by Assistant Secretary of Defense for Cyber Policy Katie Sutton.
The program is part of the Defense Department's Cybercom 2.0 initiative, which aims to modernize military recruitment, assessment, training, and retention of digital personnel. It will consist of Skill Incentive Pay and Special Duty Pay. Skill Incentive Pay will reward cyber operators who complete basic, senior, or master skill levels. Special Duty Pay will provide a monthly incentive for personnel in roles designated as highly demanding by U.S. Cyber Command.
The announcement did not specify qualification criteria or compensation amounts for the program. A February Army memorandum stated that certain existing incentive pays will terminate upon the Defense Department's approval of the Cyber Skill Incentive Pay. The fiscal year 2027 budget request for cyber incentive pay is $103 million, according to Joshua Stiefel, a former House Armed Services Committee staffer who co-chaired a study on military cyber structure.
Government watchdog studies have reported that current military incentive initiatives are applied inconsistently across different service branches. Stiefel said, "This authority has been around for Cyber Command to oversee this for almost a decade."
The program is also part of Project Patriot Pipeline, which Defense Secretary Pete Hegseth announced. Project Patriot Pipeline includes a military career portal. Rudd said, "Our warfighters take on complex missions that demand extraordinary commitment and technical expertise. We need to ensure that commitment is being recognized, especially when our operators step into our most demanding roles."
Sutton said, "New incentive frameworks take years to develop, but officials involved in the Cybercom 2.0 initiative drove this outcome in 60 days." She added, "By breaking down the bureaucratic norms of government incentives, this framework enables increased lethality by driving the skills, roles, and duties most vital to mission success." She said, "This framework ultimately sends a clear signal to our cyber warriors that the Department values the skills necessary to outpace and prevail against our Nation's adversaries by incentivizing Service Members' commitment to cyber domain mastery."
